After that, I made some changes and need to reboot, and realized the flash drive doesn't boot anymore. Then I made a mistake today, upgraded it to ESXi 7 U3, the weird thing is that the 1st reboot is success, I was able to login to ESXi 7 UI, and upgrade all my guest VMs from 6.7 to 7.0. I used to have ESXi 6.7 installed on USB flash drive, it worked fine.
